That''s a valid point, but I still think they should have done more with it. We don't really know what General Williams was up to after he got pushed into a desk job. Might have used his position to help funnel resources to TIM and turn Cerberus into what it eventually became. Establishing a role for Gen Williams in TIM's rise to power would make for an interesting series of conversations with Ash when she finds out.
For Kaidan, they should have also illuminated Cerberus' role in the destruction of those eezo transports over human worlds. I think it's implied (or outright stated somewhere) that TIM had a hand in that to help create human biotics, isn't it?
Maybe but I doubt he would've been able to do much. After being brought back to Earth in irons and demoted I don't think he'd have much power over anything. And he quit after a year. Worked contruction in the colonies the rest of his life - working construction along the frontier he tried his best to make way for in uniform. Doesn't sound like he was trying to make use of his new position IMO. It just sounds like he wanted to fight for the frontier in a tangible way. Young Jack Harper sounds like the man with resolve to work in the shadows.
