Eh, Kestrel is vanguard gear. Though even my vanguard swaps out the shoulder pads for the melee shoulders. (And the legs for the speed legs, but that's because Kestrel legs are ugly, not because the bonus is more useful.)
I suppose it depends on what kind of soldier Ashley is. Is she a shotgun soldier, or a sniper soldier? In ME1 you can build her as either, depending on your own playstyle and what you need from her, and there's not much in her dialog and behavior to suggest any preference. And of course she doesn't have one of the more limited ME2 loadouts that would push her in one direction or the other.
If she's, by "canon," a tanky frontline shotgun soldier, because it's a BOOMSTICK, she's likely wearing +health items, like the life support webbing and aegis vest, and possibly melee boosters like kestrel arms and the melee shoulders. If she's a damage-dealing sniper soldier, because she can drill you between the eyes from a hundred meters, she's more likely to invest in +weapon damage stuff like the power arms and the Kuwashii visor.
Given they said that she'd be DPS and Vega would be a tank under the ME3 system, I'd say probably the second, sniper outfit is more likely. But the Ash of my heart is the unkillable Immunity tank who was a living wall for my sentinel and walked laughing into geth rockets right next to my vanguard, so I picture her more in the first.
