Bear in mind just having it in the script may not be a guarantee it will make into the final product. A whole host of factors may have influenced ME3 and whether or not it was rushed
- Release of other games:
With Halo 4 releasing later this year, lot of companies would want to release their product way ahead of Halo 4, if only to avoid being crushed by the juggernaut that it is. This may have contributed to them "rushing" ME3. This phenemono was seen during the release of MW2.
-Budget:
Bioware hired a lot of big names for this project. Big names that would command top salary (Hans Zimmer, Martin Sheen, Michael Hogan, Tricia Helfer...) So while you have may have the ideas on paper, the fact of the matter is that come round production time, you'd have blown the bank
- Fatigue
At this point I would imagine a lot of writer, programmers and whatnot have put considerable time and effort into the project. At some point, the mentality could descended into "f*ck it, just kick out the door and let us be free of it"...especially during the last weeks of the project.
- Talent competition
A lot of ME writers were sent off to Bioware Austin to help with the "Old Republic" launch. These people then wither worked with the distraction of star wars or were actively pulled of the ME project. Bear in mind the lead writer (Drew Karphshyn) and the lead gameplay designed from ME2 (Christina Norman) both left Bioware before the product went gold. Whether it was for personal reasons or not, is up to them. But the loss of any personnel on a project can affect it...negatively or positively.
At this point at least someone at Bioware has to have come to their senses and realized their errors. ME3 is still a decent product on its own...but when compared to the rest of the series it fizzles out.
