Yeah, but ME1 takes place in 2183 - 171 years in the future.
It may not happen in our generation, but I don't think it will take so long that it's still a "new" thing 171 years down the road.
The way Garrus and Ash talk in that dialogue snipet, most female Alliance personnel serves in non-combatant roles. It may not be "new", but it still sounds relatively "new".
IMO, they probably allowed women to serve on the front lines during the FCW. They needed the bodies. So, 26 years beteen FCW and events of ME1, that would be relatively new.
FCW is 145 years from 2012. That's not that long. If there are no major wars or difficult/untraditional wars like Afganistan or Iraq the US or UK have to fight, I don't think women serve on front lines until First Contact in the ME Universe.
