In my headcanon, they're called "Bloodstripes". Judging from the Codex entry, earning it involves a lot of spilt blood from you, allies and enemies. Its supposed to be a reminder of your responsibilies and its meant as a morale booster for your allies. I would imagine earning it is a rare moment, marked by ceremony of some sort. (I heard for paratroopers they earn the bloodwings...pretty painful)
In my headcanon the ceremony involves the sacrament sacrament (or something as epic)
