Isn't when you leave stubble is not actually shaving, but trimming?
Anyway, if no formal look is required, I just move my hair clipper around my head, leavying only brows intact.

If formal look required, then either use electric razor, or had to rely to wet-shaving, since electric razor still leaves some bristles intact. And those are sharp bristles, damn it.

- Stage 1: clean shaved, ME1 level
- Stage 2: stubble, dark circles
- Stage 3: strong stubble, wrinkles, dark circles
And maybe even new scars, depending on the progress of the story.
I'd add something, if you don't mind.
Stubble should be remained at player's choice, for example if he don't want stubble - fine, no stubble. The only place where "broken" look with light stubble could be added, is post-Thessia, though those events were so enforced on us, so I didn't felt any compassion to Shepard nor any negative feelings toward Kai Leng. It was just so lame, so all I wanted (since I can't press spacebar and skip that horrible cutscene) is to snort and burst out laughing.
But even there - stubble could not be present, if Shepard just shaved himself before operation. Or did that mechanically, automatically - years of practice just took over you and you just doing that because you did that before. Not sure if Shepard is one of those uncared-for appearance types, really.

We don't know how those helmets mounts.
Plus, maybe he is like Dominic Hasek, who doesn't like when something touches his face and that's why he played in Tretyak-style helmet-cage combo, not that modern full-face mask. It wasn't main reason for me (I prefered better visibility and ease of movement above that), but I agree to that.
