The chances of her being born at all is lowered substantially without the fall of General Williams. the only reason, as far as we know, he joined the Navy is to redeem his family name. By doing so, he met his future wife in a random encounter and they had Ash. He might have not even joined the Navy or, if he did so, could have been an officer. Doesn't mean that he would not meet the future Mrs.Williams, but the chances are remote. Therefore, the possibility of Ash being born is remote.
Ashley being born after the First Contact War is why Shepard is surprised she'd celebrate Armistice Day (in ME1). It'd be like us celebrating the end of World War 2; sure, it's a big deal, but we don't have full context since we weren't around when it ended.
@JedTed: Yea, Sarah Williams was just another generic ME3 character. No resemblance to Ash at at.. I think Sarah Shahi would be a little old for Sarah, because in ME1, Sarah was still a senior in high school so she's only like 20-21 in ME3.
