From what I understand, Bioware didn't want to lock in the romance so early... since in ME3 whoever you romance is flagged as Shepard's last, and true love. And you can't back out once you rekindle a romance. =/

But that specific scene is only possible if you imported a "romanced Ashley in ME1, romanced nobody in ME2" saved game. Why wouldn't we want to lock it in early? Is there some other romance we just hadn't gotten to yet?
Nah, I'm almost certain Shepard still says that if he cheated on Ashley in ME2.
Is her response the same? There's no way the scene plays out the same cheat or no cheat, that would be the worst story ever. And besides, whatever he says, the internal logic of the game is different.

Worst story ever - Yeh, it's still the same. It doesn't really matter if you cheat or not. The only different outcome happens in the hospital...
I want my reward too!
