The main reason why I think so is fueled by the idea Shepard might get "overidealized" over time without someone around keeping him grounded. Know what I mean?
Every ideal starts with an idea (hence the similiarities of those words) and paragon!Shepard lives that idea. He simply wants to make the galaxy a better place, by helping others with their (tiny) problems. That's paragon!Shepard. The knight in a shiny armor.
If no one is around to keep him grounded, his idea would turn to an ideal one day. By the time of The Decision, Shepard would be totally absorbed by that ideal, believing he could do the galaxy a favor by controlling the Reapers. Controlling them, making the Reapers to tools needed for creating a future for everyone IS an ideal - but a dangerous one. Power corrupts. And even the most ideal Shepard (like paragon!Shepard) may get corrupted over time. Well, every ideal has a very high potential to get corrupted - either while trying to achieve it, or shortly after you achieved it.
Ashley is the one who keeps Shepard grounded and in touch with reality. He's still trying to make the galaxy a better place but he knows he won't ever achieve a total utopia. All he can do is to make the galaxy a better place for those he knows in person, those who asked him. And, of course, for himself and Ashley.
That's why the "Ashley-grounded Shepard" knows "Control" is not the answer - but Destruction of the Reapers. Because even the BEST place is still a prison if you need guards to keep it the best place. Without the Reapers as guards controlled by Shepard, the galaxy might be a less peaceful place, but it's no prison anymore. And freedom is one of few ideals you -can- achieve.
