People serve about 26 years to reach colonel rank and seeing how somebody got jumped from Gunnery Chief to OpChief in couple of years, while, say, Ellyson still Gunny for at least 4 years, and same OpChief got promoted not to 2ndLt, but to LtCdr in 6 month?

Next time you visit hospital, why you not go to clerk, nurse or janitor? So much personal is busy, why wait for doctor? Why not, in worst event there will be only one victim. Results of bad command from person of ME LtCdr (IRL Captain/Major, thus company/batallion level, thus 100-140/800 men, in case of infantry) will be much greater.
And, if there is no use of her rank, why promote her in first place? To prevent new players got confused between LtCdr "Commander" Shepard, Major Alenko, full-fledged "Lieutenant-Commander" Williams, flight lieutenant "Joker" Moreau and "some" lieutentant Vega, who, while new, may be in disagreement with Shepard, but still, knows his place and follow goddamn mothe****ing orders!
Or, when you have to travel via plane, would you prefer you plane was controlled by well-trained pilot or by steward, who apparently (as some suggests) survived several crashes and now just "happens to be" most experienced in the new crew (at least he saw cockpit. Once. Or twice).
To be consistent, unlike some edmonton game-dev studio, I also think that Kaidan's promotion is too fast as well, and in beginning ME1 events Shepard should be Staff Lieutenant (like Alenko) as well.
