You remember when I wrote about Wermacht officer’s training, do you? That’s why I like that system, it allows carefully evaluate each candidate help to find proper place for him. And good NCOs are hard to find. Speaking of which, there were only TWO non-officers in game – Jenkins and Williams. Each and everyone else are officers. Well, I guess saving Galaxy isn’t that hard.

Uhh ... think huge leaps in careers are quite common in ME.

Liara’s plot has several points what doesn’t fits for me (conflicts to each other, or look strange on the long run or in big picture), so I stick to Mass Reject version of practical joke from real Shadow Broker.
As for Garrus, he said that himself, he is the closest thing they got to expert, so they made him a leader of his Task Force (Reapers?). Given generally strict hierarchy within Turian society, I guess some humans need to learn something from them. Before you object (I know you will

For example, Reconnaissance platoon commander, rank Lieutenant also designated as Chief sportsmanship instructor, so during sport events he has right to command anyone, including those who stood above him in rank, including his direct commander – Chief of Staff. Another officer, for example tank battalion commander, ranked Major, could be Chief financial officer of the unit, so, besides his direct duties, he also has financial responsibility, reports directly to unit commander regarding financial questions and, regarding financial questions, he has superiority over any other officer in unit. So if the Turians have some resemblance of Chain of command, saluting and calling anyone “sir” should be fairly normal (but strange that such well-mannered guy as Garrus didn’t saluted back; maybe Turians have regulation allowing you not to, if you hold gun in your arms?). And final, Garrus said they made him advisor. So until I see Turian AR, FM, TM, and whatever else they got, saying that advisor’s command is final and overrule any commander’s order, I’d say his position and his “suggestions” are recommendatory by their nature, so it’s up to commander whether to heed them, or ignore them. And salutes and “sir”? Maybe part of regulations, requiring everyone to salute to person, bearing “advisor” title.

Exactly. There was no war, there were no massive losses in officers' corps, when you need anyone experienced, there is no logical explanation how somebody could rocket-jump through 3 ranks in 6 months. Unless all that time she always bear that rank, was older than she told you and you loved another person.

In parallel, there is no explanation why Kaidan moved from Staff Lt in ME1 to Staff Cdr in ME2 (LtCdr anyone? a bit too high jump for 2 years and 14 days (plus some travels to gather Garrus, Mordin, Grunt and Jack, given fact we have no data on transportational system, it's hard to pinpoint exact numbers, only approximate ones), even if Kaidan's promotion to LtCdr arrived during ME1 events and he was promoted to before Normandy being blown-up.

By the way: Hackett is not that old. Isn't he in his fifties or something? For one that started as a Serviceman 3rd grade, his career skyrocketed to Fleet Admiral within 30 - 35 years of service. That's as unlikely as Ashley's career and still you accept the lore ...
I wrote several date tables on Hackett before, but since you don’t read my posts anyway, I won’t repost them again

. But TL;DR version of them: if you apply Shepard’s, Alenko’s or especially Williams rise through ranks, you’ll notice how odd Hackett’s, Anderson’s and Shepard’s mom’s rank ladders look. But if you compare their rank ladders with rank ladders of existing (IRL) officers of similar grades, you’ll notice they actually begin to fall in normal pattern and it is Shepard Jr, Alenko and Williams who fall out of pattern. Maybe Anderson spending a bit too much time in his Captain’s rank, but that could have two explanations – either he wants to have “active” job, not much of a strategist/tactician, or that’s penalty for being gradated as some lieutenant at age 20 and in same time being full-fledged member of N7 (somehow – first, they what, trained him alone?).
