Guess my image of Ash & Shep is quite accurate. I never served in an army, but I might have an understanding what it means to have feelings for a comrade of the opposite sex. In first place it's not allowed since it's influence on the mission. Soldiers have to do their job, and if something like a relationship gets in the way, the mission gets ugly. Lets think about an officer that has to send his unit into (most) certain death. The mission depends on it. As long as the officer has no relationship with one of his soldiers, everything is fine. However, a live relationship might endanger the entire mission when the officer isn't able to direct his men into (most) certain death.
Shepard knows at some point he has to send Ashley on a mission that might end her life. Ashley on the other hand knows she could get killed every time she's on a mission. That makes time precious. They don't want to waste too much time on romantic stuff - that's for civilians and times of peace. Both want to use the time they still have, and since both, Ash and Shepard, are quite "physical" persons, their relationship is based on physical action. Yes, they still have their romantic moments - but far less than a "normal" couple.
I can see them having MORE lovey-dovey when no longer in danger to get killed every day - means, once the war is over.
At least that's what I believe.
