Someone at Bioware has tweeted something along the lines of deeper friendship, so I have good hope for that.
As for rebooting, I'm not a fan of reboots unless the game could have been a lot better the first time round, but still has potential. I like Mass Effect the way it is, if they just slap some new graphics on it and a few extras then I'd would be a waste of their time in my opinion.
And revisions can be very risky, it could be better, but it could also easily be worse. Like saving both Kaidan and Ashley, if you can do that, the game would miss an emotional high. That could work against the game, as much as it could improve it.
It's not just improving graphics. It's more like - giving everything a proper upgrad. I could type down a wishlist, but that wouldn't fit here.
Some important points are:
- Improving gameplay so it fits to ME2 / ME3
- Removing the old ME RPGish loot system -> upgrade system of ME2 / ME3
- heat clips yes/no? I go for "no".
- character improvements. Most likely more dialogue and a "daily routine"
- more romantic interactions
- additional sidequests regarding about past of a particular squadmember
- more interesting planets & randomly generated missions
Overall, a reboot of ME means to me that it still should feel like ME. Characters should be the same but with far more background and dialogues. The base storyline shouldn't be touched if not necessary, so a reboot!ME is still revolving around Saren and the return of the Reapers.
That is, of course, just my oppinion.

It IS a DA-picture, but seems google doesn't find it's proper location ... so no link here
