Plucked or no, they bug me because they're less expressive. Also, I think they put a little too much makeup on her this time. Her face right now seems too plastic--all these new beautification elements are working against her, dulling down her honestly gorgeous and unique features and accentuating the less attractive bits. You can't just do cookie-cutter makeup on yourself; you need to tailor it to fit your face and your personality. I have just looked at another image from the new game, where she is next to the default male Shepard and in it her eyebrows seemed as thick as ever, not as dark, though, might just be the lighting, but I am no expert.
Besides Shepard looks a bit different, imo, too, they definately "overhauled" the faces a bit and some women pluck their eyebrows. I always liked the fact, that she wore faint make-up even in battle, so she seems to be familiar with questions of beauty as one of the little things in life, you can use to make you feel good about yourself. And over the years, she might have extented that to her eyebrows. Small changes keep life interesting

Lets see how Ash looks in ME3. I think I'll be fine with her looks, maybe BW staff fixes some issues with Ashley's face. They did already by tweaking her hair, maybe they also will fix her face. Who knows.
The more important part is her character in my eyes. She can plug her brows, no problem here. Ashley can use make up - fine for me. However, she comes with such natural beauty, if I were her boyfriend I'd say "Ashley, you don't need that, you're beautiful as you are."
If her character is still the same as in ME, I'll be fine.

Yep. I think that bugs me even more.
Her brows are less expressive - at least on the pictures. Also the leaked beta lacked a lot of facial animation, Ashley's face didn't show much expression compared to what we're used to in ME / ME2.
Looking forward for her facial expressions in final ME3.

Exactly, Since BW didn't change Ashley in ME2 much from ME1 the look of her in ME3 was always going to be a bigger leap than the other characters.

I simply missed the question you just answered in a perfect way.
Guess Ash will go for an Asari trainer - especially for "special moves". Ashley will go for swift and elegant moves, that's something Asari are masters.
However, Turians have a tendency to use more human-like techniques and tactics.
So either Ash will go for Asari trainer OR Asari AND Turian trainer.

Na, actually, Shepard's emotions are a bit odd. Just sometimes they fit to the situation and don't look like "bad acting".
Ashley comes with a far better choice of emotions to pick from.
