Garrus' life outside of Shepard was destroyed and Tali can be exiled, so there are reasons for them to be locked out of other affairs. Tali might not be exiled, of course, but it'd be rather odd for the persuasion option to lock Tali out of your party and you only being able to keep her by exiling her.
Actually I'd find that a rather interesting consequence.
Anyway my problem isn't that some characters will get more screen time then others. Infact there's absolutely nothing wrong with that, it's great for the fans of those characters and it would probably be odd if they tried to give every character the exact same amount of screen time, just to be fair.
My only worry is that the characters with less screen time will somehow get a less important/interesting role because of it and that they don't get the attention and story part that'd satisfy.
Ideally the developer keeps every character in mind and treats them all as equals, then assesses who logically gets what part and tries to give them all an interesting fitting role in the story. If however they give some characters an important role because they have a big fanfollowing and use less popular characters for unimportant roles, or the sole purpose to create some drama, but no real progress of plot, then it seems unfair.
I'm not saying Bioware will do this, but sometimes I get the feeling they wildo, so I'm cautious of that.
