I see it now but even if you can weaken her I don't think it would impact her ability to tank all that much. But then again I never tried to purposefully gimp her stats. Since I relied on her to take/do most of the damage while Garrus hung back to support with his Sniper/tech skills.
I never paired both Wrex/Ash together since on my first playthrough I was an Adept and had biotics covered and was more focused on having a balanced team. I did the same thing with Zaeed as a stand in for Ashley in ME2 its a shame he was only a DLC character.

Heavily depends on the way they're fighting. Biotics are over- and underpowered at the same time. Miranda's direct fighting skills are reduced to Pistol- and SMG-usage - Ashley can use every weapon avaiable, including heavy weapons and sniper rifles.
First of all, keep in mind biotics got gimped - they can't be used against any kind of defense anymore. Don't have the table here, but I know several biotic attacks require shields lowered. As long as Ashley can keep her shield charged, Miranda relies only on her normal firepower.

Hands down - Miranda will be dead. There's no way she can deplete Ashley's shields - and Ash is a crackshot. Even if Miranda can reduce that range by several dozen meters, she'd be dead in the end.
As I said, biotics are heavily overrated sometimes since they're kinda situational. Just my -very- short analysis. In any of my playthroughs I rather rely on firepower than tech skills and biotics. They come in handy, sure, but they don't decide the battle that often I'm used from ME1.
In ME1 biotics were necessary ... that's why I always had either Wrex, Kaidan or Liara in most fights.
And that's the fair analysis - without making Miri "worse than she is" or raising Ashley to "incredible awesomeness". Just stats & knowledge and how things work in ME2 / ME3. Also I'd like to add to the record Miranda died quite frequently in combat: think not even Tali got downed that often, and she has the nasty tendency to go right into the middle of the fight like Grunt. Lets ignore ME2's poor squadmate AI ... Miranda's tactic skills are more theoretical than practical - which also might turn the favor towards Ashley.

Think Ash was always useful - I missed her badly in ME2 since Biotics were far less useful (armor/shield blocking biotics).

There are no soft classes now since everyone can use any weapon (lolwtf is that?) Meaning any class can have an AR or what have you.

I think Data has hit the nail on the head here. It's definitely a situational thing. I mean, just b/c someone has biotics doesn't make it an insta-win against someone who doesn't. And Ashley, being the veteran soldier that she is, is smart enough to know not to take her on up-close, but to take her out from her effective range.

Yeah, I couldn't remember if that was the case or not, oh well. Unless Vega's default weapon is the reverent, the quote doesn't make much sense. Who knows maybe Ash is just super deadly with that sniper.

I like to think of my Shep as like Indiana Jones. Gets a different girl in each chapter but in the end he comes back to the original because, as Indy said, "There were others, sure, but they all had one problem...they weren't you"

EG. Ash who's a ranged person, and you give her a shotgun, she'll grudgingly accept, but give her a sniper rifle and she'll say something like (if romanced) 'That's my Skipper! You know what the ladies like.'
