Does anyone think the outfit Ashley has been shown to wear might actually be some sort of "Spectre dress uniform"? I mean, she was probably attending the trial in the beginning of the game and it wouldn't be appropriate to wear full armor during it.

i think due to the alliance being part of the council they tried to add some legitamacy by folding human members into a specific unit in the alliance military that way they can still be above everyone else but still answer to the brass.dont think they want another shepard.an agent runing around not answering to their authority.
the uniform was probley produced by the alliance. her new code may also so support this.S1 either means special forces skill level 1 or spectre skill level 1.
Well Spectres are part of an official government agency. Heck, they are even their own branch of the Council.
They are called the Special Tactics and Reconnaissance branch. Some members are extremely secretive while others are more out in the open like Shepard. I would think that these non-covert members would likely have dress uniforms.
