Casey did say they weren't going to change pre existing characters that way when people first thought garrus was going to start hitting on them. Maybe he wasn't lying...

Do people know what "not necessarily true" means? It either means "not true in all cases" or "only true in some/most". One way or another, Casey never guaranteed anyone that none of the old characters will NOT be available for s/s romance in ME3, so let's get this perfectly clear
