Must say, however, on Horizon, all three bonds failed. There was a fourth "secret" bond I'd like to call "past love" - which was created in the moment when Ash wrote that letter. And that one was needed to repair the rest of the bonds.
Their love is quite unique and still very authentic: it's not a supernatural love or something.

Udina made her that offer and gave her that position so she could protect the Council and Udina while Udina left her in the dark as the coup attempt was plotted. Udina probably predicted Shepard would show up, so he needed a familiar face to confront Shepard. Duty before friendship was how Ash worked, so it was perfect for Udina. Ash, not knowing that Udina was a major pawn in all of this, was doing her duty to protect the Councilors, so when Shepard and Co. came blasting through their escape route with Cerberus behind them, who would she defend: the commander she knew or the politician that she was "sworn to protect"? If it weren't for Udina, I doubt she would've been made a Spectre in-game. Would she deserve it otherwise? Hell yes she would, but political BS is what landed her that position this time around.

Shepley-romance is pretty much dominated by passion. Their entire love is passion-driven, all their interactions show a glimpse of lingering longing, so to speak. Their fire is burning -really- hot and they have enough fuel to keep it that way for at least a full lifetime.
Yeah, and look where that landed them now. Ash completely trusts Shepard, is convinced that Shepard is really the man she knew back in ME1, and a bunch of other good stuff. Helps if you bring Ash with you to Cerberus HQ.chujwamdotego wrote...

Think the Council was okay with Ashley as Spectre - after all, she's one of the Saviors of the Citadel. However, Udina was plotting that stuff and manipulated the other Concilors.

AMW: you may see it this way: in ME1, the three LIs basically had the same amount of screen time. There was no "perfect" love and none got sidelined. Liara was just one out of three options.
In ME2, new LIs were introduced, but the old three got sidelined. Liara, however, got her own DLC while the VS never saw something like this. At that point, Liara's romance turned out to become more than the "standard romance".
And in ME3, it's obvious: Liara's romance came with a similar amount of screen time like the one for Ash or Kaidan, but has a lot of extra scenes supporting the romance. That's why Liara's romance feels like the "primary" love while Ashley's romance feels like a secondary romance - lack of supporting scenes.
Overall, must say, without Liara's extra scenes, her romance wouldn't be that much different.
Guess that's the most neutral statement I ever did regarding Ash vs Liara romances ^^
