I thought Ash's use of poetry felt very natural. She's not a word person; she knows her limitations, so she "borrows" the words of others and repurposes them. When she started quoting Ulysses in the first game, that's when I knew who my Shep was romancing. 
Yeah, she uses poetry as a way to express her feelings towards Shepard... secretly as not to be done for fraternization. Thats my thoughts on it anyways :innocent:
Pretty much what I believe here: Ash uses poems and lyrics to tell Shepard how much she cares for him, she's not the type of woman that bluntly says "I love you" right out of nowhere.
"I want you to feel happy." is the closest thing of a "I love you" in ME1.
In ME3, she finally said it, so did Shepard. Must say, although I love it, it also doesn't feel right. We do have the lack-of-interaction issue here: Ash is acting too cool, too aloof, to much like a loner for most portions of the second half of the game. Without the romance scenes, she's pretty much a "Diana Allers you can bring on the field" - you easily can miss her.
Have ever mentioned before BW did a bad job here since Ashley's amazing romance feels incomplete, caused by lack of non-romantic content? I'm sure I have.
A "I love you" with a romance fulfilling like Liara's romance would have a much higher (emotional) impact on the player.
