Yup, I fully agree with you here. He doesn't do the whole "full of emotion" thing too well. Mind you, I doubt many can. Voice acting must be difficult. 
I can forgive it in this instance though since Shepard probably has a lot on his mind during that scene.
One of the improvements I noticed from ME1 was the sound engine. In ME1 I didn't notice any environmental reverb which made the speech sound a little weird.
Another reason to reboot the series.
Heck with it, if I could, I would rewrite the entire romance for Ashley. Just ONE writer for each character. I think I'll pick Ash - and give her a really nice, sexy and tempting story arc. One with a true rollercoaster of emotions, huh *g*
And I accept the excuse "Shepard's mind was full of other stuff". However, the Shepard romancing Ash is a man. And a man is -always- focused on the moment, even if something else is going on. It must be a real burden to distract a man from the romantic moment with the love of his life ...
