I didn't really see it that way. For me, Shepard saying that meant that he still wanted her but was unsure where she stood since they haven't seen or talked to each other in a long time(6 months wasn't it?). The same happened on Rannoch where he felt hesitant to ask her to join the Normandy because he knew her duties to the Fleet and to the newly recovered homeworld would mean a lot to her. I just don't think he realized how much Tali loved him. The romance was brilliant in every way in my opinion.
Also, regarding the hand thing, I think it's just a habit of Tali's. In terms of repeated patterns, I'd pass that off as a developer animation thing; Save time by repeating animations.
The romance was great, but I agree the "nothing changed unless you want it to" line was weak. He could've made his case more convincingly. Also, he knows how to get her to storm forward, a line like "so, if you don't like me anymore, I guess...", that would've produced one of her cute honesty attacks. I like those, loved them in ME2, was the reason she won me over the bat**** crazy psychotic.
And yes, I concur. Tali's a kinetic learner. She loves having things in her hands, she remembers and feels the most by touching stuff. Which is very good news for Shepard since she touches him a lot whenever he's close. Liara's an acustic learner, I believe. She prefers to listen and understand. Tali needs to grasp and be grasped, to type and analyze with her hands.
