I THINK that task falls to the character you select second in Squad selection screen.... I think that goes true for quite a few 'cut scene events' as well. Note: If you die and reload, I think the game sets it to where your team mates are as if you selected them from left to right. I know there have been times where that has happened to me at least.

I'm a little concerned about Christina Norman's quote about permanent squad members not being the same as Me 1 and Me, but I will have to see what happens. The discussions with the crew and squad between missions in ME 2 was one of my favorite parts of the game.
