I may not exactly like that fact that we don't have a 3D representation of Tali sans suit in-game, but to be reasonable, there are important factors in here. The game obviously got time crunched. Things were cut. As nice as it would have been, sparing the time (and it *would* take a lot) to model, texture, rig, and animate her face to the level of perfection that wouldn't make it demeaning to fans is simply not an efficient use of resources, given that they'd only use it for one or two scenes. Heck- we were given a hastily made photomanip (though my only real problem with that is her hand, and the nail polish), and people are in an uproar.
Now, imagine if her in-game model had been so slipshod. As much as I'd have liked to see her in glorious 3D, I'm glad they went this route rather than giving us a sub-par effort in 3D. We all have imaginations, and now we can (literally) fill in the blank, in the case of her face.
Given the fact, that they included this useless and ugly journalist for no reason, I'm pretty shure they could have made a face for Tali, if they wanted.
Like I said, that would have been one of the most iconic moments of the whole series (probably one of the most iconic moments in video game history) seeing Tali either crying for sorrow, because of the destruction of the fleet or seeing Tali crying for joy about the peace and the return to the planet. That would have been worth to put in some ressources, even so they could have never pleased anyone with her face (that is just completely impossible).
If it would have been done with care, that scene would pop up in every "top ten of the biggest reveals in video game history", "top ten of the most touching scenes in VG history" and what not.
