Yep,my Talimancer Sheploo really hates the Geth due to that. He blew up the heretics in Legion's LM and kept David in Overlord out of his love for her.

That seems unlikely, I couldn't see them making someone so young an Admiral. I think she would have what it takes later in life to be a leader, but I think ship captain would be a stop for her first.

And in a war with the Geth, I saw people mentioning that, their greatest strength is also their greatness weakness. If you can figure out how to either gain control of their network or cripple is so that, they cant connect with each other, the war is over.

So much of how the fleet will swing comes down to who the 5th admiral is. Since it seems to be an elected for life position like that of a judge... a person like Tali could well end up being such an admiral.

In terms of experience with other races and the geth she would outstrip most other quarians. If you got her exiled however there'd be someone else playing the 5th admiral role...

A possible scenario is that Daro'Xen sets her plan in motion. Han pushes for war, Zaal for peace, while Shala and mysterious admiral number 5 are the swing votes.

Though I think it's rather absurd that a fleet of 50,000 vessels only has 5 admirals. That's like 10,000 ships to command each. Maybe there's a second set of admirals that are just fleet command or something.

Well there's only one president, there was only one king or emperor etc There is only 4 council members. I would say their ahead of the curve lol. But seriously, I would think the whole chain of command goes down to the ship captains, the Admirals come up with basic strategy, but of course there are people below them.

Well... here's the likely scenario.

Admiralty Board - 5 members with the effective rank of Admiral or Fleet Admiral, probably elected somehow and hold the position for life or until resignation. Direct overall military policy, fleet positions, and foreign policy.

Admiralty - Large number of Admirals of lower lank in charge of multiple ships, akin to Rear Admirals or something.

Then Captains...

As for civilian authority... God what about the Conclave?

It would be awesome if you could go back to the migrant fleet and ask Kal'Reeger to join you squad. The little time shep interacts with him was cool, he's a Quarian bad ****. But then shepherd would have that nagging thought in his head.... is kal gonna try and pounce tali? : (

I really doubt it's one person per ship, because the Conclave would be freakin' huge with the "several thousand ships" figure for the Fleet size.  They may group together smaller ships under one Conclave rep, and probably have a subordinate democracy amongst their group.

Keeping in mind I may be wrong... :P
From what is written in the codex I always thought it was something to this: Quarians have both military figureheads and a civilian "council" in charge, that is because Quarians fleeing from their homeworld were put under martial law, and such a comand was never rescinded, so the "highest" authority ultimately still rests in military officiers but to prevent uncontrolled powers from emerging something similar to a civilian government has been created (basing it on what they had before fleeing maybe), so starting from bottom coming up:

The captain is in charge of and is the ultimate authority in every dispute regarding his/her ship, though he/she is assisted by a civilian council composed of elected members of the crew in order to take day to day decisions regarding the single ship, a few of these members (the bigger the ship, the more they are) are then nominated to be into the conclave, so that the voice of their ship can be heard on a "fleet level" decisional organ...
Since usually clans pool resources to be capable of owning more ships with bigger crews (as to have more members in the Conclave), usually members from ships belonging to the same clan (or allied clans) are usually like minded individuals and go on to form the main political blocks inside the conclave...

Smaller ships and clans would this way be cut out of the loop however, having too few representatives to have their voice heard, so ships/clans that have less than a certain number of crewmembers are able to send their delegates in an intermediate organ called the Outriders' Coalition, there members of smaller ships organize in order to have a common line to show the conclave,so that the actual voting will have them unanimous (therefore having sufficient numbers to actually have their opinions matter)...

All these representative go on to form the Conclave (which is akin to a parliament), who is the actual civilian government for the fleet, making all the laws and regulations, directing day to day routines and deciding on the Flottilla next destination, next to them is the Admiralty Board which is the actual ultimate authority within the fleet, they actually decide how to get the Flottilla safely to the areas the Conclave decided and handle major criminal charges...
It is also their job to make sure the safety of the fleet as a whole is not jeopardized, to ensure this they have the capability to completely overrule the conclave once, this veto can be used only if three conditions are met:
- A decision of the Conclave jeopardizes the safety of the fleet;
- The Conclave is incapable of addressing the problem to quell the concerns of the Admiralty (said concerns have to be comunicated so that the Conclave can at least try and mend things);
- All the Board has to unanimously agree to the veto;
After the veto the whole admiralty has to give up their position in favour of someone else, if they refuse to step down the rest of the military are obliged to arrest them...

As a general rule the relationship between Admiralty and Conclave is the same as the one between Ship captain and civilian Council...
The difference being that captains can overrule the council without having to step down, but they have to show irrefutable proof there was a good reason for that, if said reason can not be provided the Admiralty immediately relieves the captain of his/her position and a new captain in nominated...
If the ship belongs entirely to a single clan the rule above is not enforced unless the captain decision jeopardizes the safety of the fleet, as abusive captains in clan controlled ships are considered a "family problem"...

that's my understading of the situation at least... :P

Watching a recording of the ME3 livestream, I picked up on how it was said that characters can disapprove of your actions (nothing new) and leave you...and you might be forced to fight them even.

Applied to Tali, I wouldn't be surprised if she left your squad if you side with the Geth or made some decision to the serious detriment of the Migrant Fleet.

I don't see her whipping out her shotgun and shooting Shepard though...and if she does, I might not be able to bring myself to strike back.

From what we learn in Ascension, it seems most quarians wear rags as opposed to the armour we see in game.
