It's about as likely for an Iguana and an Emu to have offspring. In fact, it's less likely than that, because at least the Iguana and the Emu have the same amino acids and the same DNA structure.

Genetic modification can do a lot of things, but Tali's DNA doesn't have the same base pairs or the same amino acids as Shepard's. The amount of modification necessary to make it bond with human DNA would be so extensive that for all intents and purposes it would have nothing to do with Tali anymore.
Tali's DNA probably doesn't have the same number of chromosomes. It won't have the same active and junk DNA portions. It won't have the same information in the same places. It will have some information that we have no analogue for, and completely lack information that human DNA does have (like stuff regarding the immune system).
Heck, we don't even know if Tali's DNA uses a double-helix structure (not all species in ME have that).
"Genetic modification" in this case would amount to writing quarian DNA from scratch with traits that are sort like Shepard's, just making stuff up when there's no equivalence. It wouldn't be truly both their child any more than if they'd adopted.
