Sroka gets most of the credit, but she's only one part of what makes Tali.
There's the writer and the modelers and concept artists too. A big part of who Tali is-is the way she talks and moves.

If shepard or anyone else really wanted to find out what quarians looked like couldn't they just look up "what do quarians look like?" on the extranet?

They can...Quarian appearance is known in universe... but we poor players aren't so fortunate. Of course there's a big gap between knowing what a quarian looks like and knowing what Tali personally looks like.

I always thought that was kinda odd. The whole universe know's what a Quarian looks like, then in ME2 Shepard found out. But you know who else? ....the fish in the fish tank. YES! It's true! Even the animal with a 5 second memory has seen what we have been demanding for years! Blahahahaha!

You know, the fact that shepard saw tali's face in the romance scene, actually makes the face reveal harder for bioware to pull off. Because Shepard (the character, not the player) has already seen it, they have to find away to put it in, with out falling into some "I want you to see what I look like inside this helmet before we go on some suicide mission" type scene. If they do reveal her face (which they better) I'm almost as interested in seeing how they pull it off as what Tali's face really looks like.
Disclaimer: Almost doesn't actually mean almost, it was just put in there for effect.

The romance scene was the perfect time for a reveal. Hard to top the emotion you would have felt from a reveal at that moment.

i think its partly on the side of caution. kinda bummed we dont get to hear back from tali's voice actress though. She seems rather....elusive.
