If she was that clingy we wouldn't have to wait until more then half waythrough ME3 to hook up with her again. She's not the most confident or decisive person though, your right there. She has her moments in regards to making clear and confident decisions, but it's clear she has to fight off a lot of self doubt a lot of the time.
