I don't think you can say "you don't get it coz you are a woman."  I am a guy and the picture made me feel slightly awkward at first.  I guess, for me, I didn't expect something so overt to pop up.

Regarding the mention of her boobs.  It's hard to say because the armor doesn't really show, it's not like a tight shirt.  Look at Ash, out of her armor she looks more, uhm, endowed.  I don't think Tali is as busty as Ash mind you but yeah no idea where I am going with this lol.
