Dark skin just doesn't seem plausible given the in-game evidence. It would also make more sense scientifically if Quarians had a relatively light skin tone, their skin being shielded from sunlight and all. Judging from the above screenshot I'd say Quarians have a pallor tone, similar to the one in this fan art.

Compare it to these image from an unmodded game...

Since we know just how tinted the visor is...

We can get a rough estimation of just how dark or light her skin color is. Looking at the two images its fairly clear that her skin is darker then the visor, this is partly why we can actually see it through the visor. Ergo she has dark skin... how dark or what hue is something we can only guess at for the moment.

Sadly your first in game image is from a third party texture mod that added eyebrows among other facial features to Tali... and greatly lightened the face.
I knew this and decided to use the pic because I think it gives a clearer view of Tali's placeholder-face skin, which btw is a light grey colour when seen without the visor.
I think we still need more information to start speculating that the removal of the lower face was anything other than a corner cut by the character designers. I mean, noone is supposed to see that part anyway, so why would they bother creating it?StellarMagic wrote...

Designers do this sort of thing right under our noses (pun fully intended) all the time. For example, in COD4 the right side of every gun you hold is very low res and undetailed. This is because we're only meant to see the left side of any gun due to the way the player character holds them.
With regards to the concept of Quarians with flanges, that seems rather unlikely. The novels describe Quarian faces as having lips with no mention of flanges. You'd think they would mention it if they had flanges or mandibles.
