I can understand maybe taking a shortcut on somethings so the game can be head in a couple years time, but if you're going to cut a corner, perhaps it would be better to not do it when it comes to one of the most anticipated reveals in gaming history. And this would effectively upset both the people wanting her face to be revealed, and those who were opposed to it. I'm just not really sure how Bioware thought they could turn this situation into a victory.

It is a puzzle. The way they seemed to answer the question at PAX made no sense to me either. It could just be the way it was written in the feed I was looking at, but they seemed to say that they wanted it to be high quality, like the other faces in the game... so they didn't want to use the game engine to do it. I can't figure that one out. Unless I've missed something and everyone else is just going around with 2D photo's stuck to their heads and aren't actually 3D face models. But then more confusingly they suggested they went to a lot of effort with selecting the stock photo and performing the changes. Which we all know they got wrong when they got to her hand.
For some reason I can't help but think in their now infamous complete lack of logical thought, they came to the conclusion that because some people really wanted to see the face and other people didn't want it to be revealed, doing a photo would somehow satisfy both groups. Yeah, worked out only slightly better then sending synthetics to wipe out organics in case they create synthetics that wipe them out.
