I don't think they said explicitly, but it does make sense. She was especially close to Tali's mother, and this action would almost establish her in a more familial way with Tali, explaining their fairly close relationship, and such an initiation couldn't be begun behind a wall of cold glass.

Hmmm...but surely, she wouldn't have remembered much on her birth? There were plenty more opportunities for Raan to began a familiarization initiation, such as when Tali was moved to inside her bubble, for example...ah, but I guess its a organic thing when you analyze the issue. Oh well.[/quote]
No, Tali wouldn't have remembered the gesture directly, but the Quarians, essentially self-contained to their ships and isolated from the rest of the world, to counter the sentiment against them from outside, as well as the inherent struggles with life on the Flotilla, they would have likely become highly spiritual and ritualistic, taking solace in the one thing they can call a constant in their ever-shifting life. Because of this, Shala'Raan's gesture, while not to be remembered directly, would likely have established an early, symbolic meaning.
