I think if there was enough space between Tali and Legion, then she could have fired enough shots to take him out before he reached her.
But if Legion was close enough, a hand-to-hand fight is likely to go only one way (I wouldn't like to have a fist fight with a big metal thing. It's gonna hurt!)

Regarding those anti-synthetic abilities, you have to admire Tali's restraint, because (assuming that Leigon is physically a typical Geth), Tali could overload/sabotage/hack Legion at any time.
