You know, I'm kind of in the same boat, it's really hard to choose. The flirty dialogue on the Geth dreadnaught was great, and drunk Tali was pretty adorable too. But for my absolute favourite, I think I'd have to go back to ME2, right before the suicide mission. The conversation she has with Shep in his cabin had the perfect tone. She was happy, and excited, and nervous, and a little scared, but she was willing to truly open up and be completely vulnerable with another person for the first time in her life.
And on the flip side, I thought the writers actually did a great job of mirroring that in ME3, where in the final romance scene, it's Shepard who's bearing the weight of the world on his shoulders, and who allows himself to be truly vulnerable, with Tali there supporting him.

I would have to agree as well. There were so many emotions in that me2 scene your talking about. It was like the moment she has always wanted for and now she has it and is so nervous about anything. Resembled real life relationship more than any of the other ones in my opinion. I like Liara too, but tali cares much more for Shep I believe. Shep helped her to open up and she has helped Shep to open up. They made each other better. Such an awesome scene. If only mass effect was real lol
And yes the flirting stuff in 3 was pretty cool. It made sense to have it as people in relationships flirt. I wish we would have had more on missions
