Yes, but it would have to be REAAAAly good to to selectively ignore translating some words for dramatic effect, Keelah and all that, to not have a really bland microsoft mike voice, but thats why its the one thing I can happily ignore. Not really. It is pretty easy to develop an extremely robust system for verbal languages. If you have vocal cords, a translator is a relitively simple thing to do. Kheelah'selai is not translated because it has no translation outside of khelish. Similar things exist between human languages.BigglesFlysAgain wrote...

But i'd want to just turn it off sometimes. Just listen to her untranslated words, completely lacking in understanding, but still knowing. To just snuggle with her, and murmur unintelligible noises to eachother, arms around eachother. Perfect.

And no matter who speaks, it does. The rest is just dubbed by voice actors, the translator never evolved over the state of Joshua. Francis Kidd owns the majority shares on the Galactic Translation Cooperation.
Makes Tali's personality even more important.

If you mean what I think you do, it isn't that simple. Because our vocal cords don't manipulate speech, they manipulate tone. If you wanted a true translator without any knowledge of the other language, the mouth, lips, teeth, tongue, etc would need to be controlled - not the vocal cords.
Not to mention that kind of translator would fix accents - which clearly isn't the case with Tali. She knows English. Otherwise she'd have awkward grammar.

So tali knows english, and garrus knows english, and liara knows english, and wrex knows english, and they all speak english all the time? Prepesterous. The accent can be placed as highly advanced translator software. It doesn't just find the appropriate word and send it to the ear in a robot voice, it can sample the way a person talks, their tone and patterns of speaking, and constructs an artificial accent for them. @fatness, the codex mentions a "trade language". It is called an artificial language, but is likely based on asari, turian, and salarian languages, since they are the oldest of this cycle. Makes sense, but a trade language is bare and boring. It doesn't have anything but units and measurements and discrete description. You can't express much emotion using that kind of thing.
