You're assuming something about the mass effect universe based on how our world is.
Bassically you're saying Mass Effect ought to be like this because our world is like this.
Point is, it's illogical to fabricate a "should" from an "is".
Why is it not possible that they have more efficient techniques of teaching language?

Figure all the other major species, most of their populations will likely rarely interact with someone else who is not their species especially on the home worlds. I mean there is a slim chance someone in Philadelphia will ever talk to an asari face to face.(unless they have some strange desire to come to Earth to get a cheese steak.)
Now I do think the translator is just very accurate and replicates accents though, However there is a good chance certain people actually learned languages. if N7 is special ops there is a good chance Shepard knows a few languages, I would not be shocked if he could speak quarian.

as a side note, its more polite to learn the lingo than get software to do it for you. As electrosphere pointed out, tali offers a translation to keelah selai. if it was software, you'd know what it meant and wouldn't require a translation. Humans are important. Therefore, their language is important, especially english, which is the language of business.
Otherwise, just agree to disagree and be done with it! And no more nasty panda pics!
