The speaker doesn't have to speak a different language. They speak in their common tongue and the translators handle the rest. Not like we're all putting things through google translate in the mass effect universe.

Would be pretty hilarious though...
Hell, even translations from the speakers side in fluent english are possible. See Vigil as an example. Even if it's an intelligence it still has to use translation algorithms. The same type of things that could potentially be in current technology. Liara does it as well with Glyph.
This, of course, does not refute the possibility that Tali speaks English. There's many reasons someone might learn a foreign language of their own. Whether or not she actually does would be fairly difficult to ascertain.

The humans didn't need to adapt Rigelian because of an astonishing coincidence - it's just 1:1 the same as English.
Now everything is explained in a much more logical way than any of the endings of ME3 will ever be.

And back to tali, the problem with the language debates is it all roots from an artistic decision bioware took so justifying it is like having to retroactively justify atmospheric craft in other sci fi being like bricks becuase they were originaly designed to be cool on the back of a napkin and thought of their actual design had to be retroactively applied
