That is a good question.  Apparently I missed out on chapter two, someone just happened to ask when he was going to publish chapter three.

It would make sense if they had tapetums that is true.
They would just be highly reflective tapetums is all.

In the picture, Tali's eyes seem to glow but they are not white. They appear yellow. Also, only the pupil would affect the kind of light Tali would see. If her pupils were colored white then that could be an issue however I am not a doctor so do not quote me on that. Ask Doc when he gets back.
Tali's irises could be white with no problem, however, in the photo they appear yellowish. The white eyes we see when Tali's masks is on is probably affected by the purple tint of the mask itself.
I think a noncircular pupil makes sense. I think her pupils may even appear noncircular in her photo.
