I think the Tali/Garrus thing is purely physical.  Tali's connection to Shepard seems more on the emotional level.  She kind of hints at that in conversation they have around the end, when you catch them together.  When you look at it she never went through half the trouble she went through for Shepard when comes to Garrus.  For Garrus I don't think he cares either way. lol He'd be happy to try dating her, but he'd be fine with just the physical part as well.

But you see...
that makes no sense considering Tali could die at the contact. For just a fling... it seems irrational, to say the least. <_<

 Bioware tends to not make sense at times.   Besides in my playthrough, I made sure this never happens anyway.  My Shepard is all Tali has eyes for. 

I'm sure it makes sense to Bioware, in the same way that revealing Tali's face with a framed stock photo made sense to them.

But yeah, it's a rather ridiculous pairing.

There are actually alarm clocks that are designed to be turned off that way too. I believe they may be called Vegas.

That music was hideous.
How about that awesome track that plays at the end of Tali's recruitment? And in other places, and is used again when you save vas Quib Quib?
