I disagree havok.
While I have always defended Tali against poor leadership accusation (as most of the issues with her mission were circumnstances that were out of her control.) however she is not ready to be an admiral. As an admiral she would be one of the heads of the military. She would have to coordinate a fleet of ships for battle, work with officers she has never worked with (and with precious little time to assign her own) she would have to send men and women to their deaths (Tali suffers greatly from survivors guilt) and on top of that she would be stuck in the political machinations of the other admirals, half of which are against her. (and only one guaranteed to side with her no matter what, her aunt)
Tali is just far too inexperienced to deal with all of that, especially with her people facing TWO and a half wars in the upcoming months. Not enough experience, not enough time, and not enough resources. As strong as Tali is, I am certain she would collapse from the weight of it all.

I always wondered why Tali never seemed to care about the quarians that died there. Maybe she did, but did a good job hiding.

Read the Shadow Broker files on her, has a letter she is writing to the parents of one of her dead soliders. She has a really hard time with it, lots of revisions.

That can be argued actually. Was she in charge or Kal? Remember she is an Engineer/Scientist and was part of the science team. Kal is a Marine was the CO for that Squad who was there to protect the Science team as they studied the star. So with two leaders who was in charge? Don't think she really blames herself for that as much as Praza, not her fault she wasn't even technically a ranked member of the military.

Freedoms Progress was the result of Prazza freaking out about Cerberus being there and disregarding her command. Easier for her to process it and absolve herself.
Haestrom, on the other hand, she remained in command, and the standing order for the marines was to protect her, no matter what, to the last. That's a recipe for survivor's guilt if there ever was one.

We saw her for a split second in a video walking with Shepard and Garrus (?) in her ME2 suit, but nothing else. I don't have a still of that though.

I guess you are talking about this pic? Other than this shot, there isn't (to my knowledge) any other info on Tali (other than the mention of the secret power that was hinted at by one of the programmers a few weeks ago).

Agreed. I think its cool that all the main characters in me2 have something unique about their appearance. Put tali aside because everything about tali is unique and gorgeous, like jacks tats, miranda's well thats obvious, garrus's missile to tha face scar and so on. It's neat that bioware not only creates good characters but adds things to them that the fans will always remember.
