Sure I head that a friendly visit from around 10 millions cheap labourers weren't nice to the local economy but that was about it... I didn't really get the impression that they were immoral as such... just a huge ass burden...
Are you kidding? The quarians pretty much extort tribute from systems that don't have the military might to scare them off. They're a hassle, they put other people out of work, and they can even be said to be bullies.
Not that I blame, honestly, they're doing what they have to in order to survive as a people.
However, that still doesn't make their influence any less negative for many outsiders who must contend with them.
Personally I wouldn't be surprised if they also didn't conduct a little secret piracy from time to time to acqurie ships.

I kinda envision quarians looking like that (with the women having a more feminine face structure of course), but without the voluminous hair (since that's not conducive to being crammed in a helmet all the time).
I like this rendition as well. Though I like to imagine them with pinkish eyes, for some reason.

As for why the acts of the Council were illegal (slight rant):
- Ekuna is in the Salahiel System, which in turn is in the Phoenix Massing cluster;
- The Phoenix Massing borders the Perseus Veil;
- The Perseus Veil separates Geth (formerly Quarian) space from the Terminus Systems, it doesn't border anything else;
- Since Aite is also in the Phoenix Massing and I doubt Quarians would be so stupid as to settle in Geth space, that means the Phoenix Massing (and thus Ekuna) is in the Terminus System;
This alone delegitimates not only the act of taking the world from the Quarians, but also the act of summarily giving it to the Elcor: the Terminus doesn't abide or even recognise the Council's authority, they have no right to decide anything about it!
I'm amazed the Terminus powers didn't immediately attack the Elcor colony just to show the Council that's their turf...
Also, by that time the Quarians weren't even a Council race anymore, so the very fact they even asked the Council was an act of coutesy... All the other rogue states in Terminus space simply take whatever planets they want...
Take the batarians, for instance: do you think they still ask the council for legitimation in taking planets in Terminus space? I mean, they didn't asked for Aratoht, and Aratoht is in the Skillian Verge (which actually is Council space)...
This also shows double standard towards both Quarians AND us Humans:
- Patrolling requires Cruisers bolstered by wolfpack flottillas of Frigates;
- Dreadnoughts are required to bombard planets;
- Ekuna is in the Terminus;
- The Attican Traverse borders the Terminus, but still is Council Space;
See what I mean? When Saren attacked us, the Council was unwilling to send simple patrols in the Attican traverse (which still is Council space) to protect us, for fear the Terminus will declare war...
However, a hundred years earlier they were willing to send Dreadnoughts INTO the actual Terminus to bombard a planet...
Because that would totally NOT cause a war... Yeah...
Not to mention that by bombarding the planet they could have caused the Quarians to go extinct, and would have done so deliberately and without reason (unlike the Rachni)...
Turian Councilor: Do you take pleasure in genocide, Shepard?
Shep: No, but you do apparently...

Quarians: Riight (get on ships and fly away)
Humans: Hey we like this world! Can we live here pretty please?
Council: Sure thing! Hope you rot...I mean hope you have a great time out there Humans!
Humans: Ah! We're being attacked out here help us!
Council: No. Remember before we said you could rot?
The council seems great with this whole planet assign method. Most of the worlds they give the humans have targets painted on them and the Quarians just get the boot.

Well, I wasn't implying the current council has anything to do with that...
The Ekuna incident was roughly a hundred years before the start of the series, the Salarian wasn't even born (and in fact probably not even his mother was born) at the time and the Turian doesn't look THAT old...
As for the Asari, I'm going to guess they rotate their councilors to avoid power unbalance...
But still, the council in general is not a shining example of either morality or equality, and they seem to be pretty lacking in coherence, being so ready to take steps that go in direct opposition to what their predecessors did just because it's more convenient...
Also look at it this way, dying only makes them heroes in the eyes of the people, it's the easy way out for them...
If you want someone to be punished he has to be alive and face justice...
Maybe we can see if they'll finally apologize to the Quarians if they help out in defeating the Reapers: admitting they were wrong in front of the galaxy is a fair punishment to me...
