My best guess at the reason for why Quarian eyes appear to glow is that their pupils contain fluorescent molecules, which are made to emit visible light when they absorb UV light emitted from within their suit's visors.P38 ace wrote...

A fluorescent material will appear to glow whenever it is stuck by UV light (which is invisible to humans). If Quarians had naturally fluorescent eyes that are constantly being stuck by UV radiation, it would explain why they seem to glow in both dark and bright lighting conditions (which wouldn't happen if Quarians just had reflective layers in their eyes like cats and dogs).
This fluorescent effect could also be stopped if a Quarian decided to switch off the UV lights in his/her visor. This could be the reason for why we sometimes can't see Tali's eyes during combat sections; she switches off her UV lights since fluorescent, glowing eyes would make her a more obvious target.
