It's probably a bug, yes.
The timeline in the dossier matches the loyalty mission and romance timeline. Near the end, after doing research, she gets immune system enchancers. Why do that if she wasn't in a romance with Shepard?

I love Firefly, but I can totally understand why it got cancelled. It's a western, in space, where everyone speaks Chinese, and the Confederates were the good guys. For anyone who isn't a huge nerd, it's pretty impenetrable.

People like to feel special. I don't think it's going to be a huge fight between LIs. But I do think that there will be negative consequences for Shepard. In the Ash/Tali setup, I don't see it working out very well either way.

If you go back to Ash, Tali will be mad that you convinced her to risk her life to be with you only to dump her when Ash shows up, and Ash will be mad that you were unfaithful (regardless of whether or not you "broke up" on Horizon), and be much less trusting.

If you stay with Tali, Ash will me mad about that (the aforementioned unfaithful bit), and Tali will be unlikely to ever trust you, wondering if you're actually over Ash.
