I think many had the knowledge and power to defeat the Reapers in the past if united, Protheans included.
The question is how many civilizations managed to prevent them from using the Citadel relay. I think the Repaers would make such mistake only once.
Vigil said that the Reapers seize control of the relay network through the Citadel. That leaves each star cluster isolated, fighting on their own with fleets scattered around the galaxy. How do you want to create united fleet when you have only FTL drive (or some alternative in each cycle). Now way for them to put up any real fight.
In our cycle we could use the mass relays freely, something the Protheans couldn't.
I don't remember everything now, but if Javik mentioned something different then Bioware are contradicting themselves.
So I say yes, it should be possible to defeat them conventionally with the whole galaxy's united forces.
At least the Protheans should've been capable of that. If they had managed to already figure out mass relay technology they were obviously more advanced than we were.
Also, I've been wondering, the Catalyst said that his creators became the first true Reaper.
Does that mean their entire race became Harbinger and he had to manage the first cycle on his own?
