All placental mammals have bellybuttons. Given that ME canon has most races as mammal-like and give life birth, it is assumed they nourish their young in the womb with some sort of umbilical. But maybe they have backoftheneckbuttons, or leftfootbuttons. But tali's suit has an indent where a bellybutton would normally be, so it's pretty safe to assume she has one.

EDIT: looks like she has more of a belly cleft than a belly button.
