I always figured that meant the quarians suit.
I'm pretty sure he says physically, but even with that added in there, and even in context, it's a hard comment to interpret. Either way, with legs like that she probably kicks like a kangaroo.

Er what? Okeer might have been old, but if anything he would want to give grunt the most up to date information available. Telling grunt that quarians are soft but not accounting for the suit would be silly for his perfect soldier. So grunt saying quarians are not so soft (and considering quarians are almost never out of their sutes) could be taken a number of ways.
So again I will have to say that grunt's statement is inconclusive until more information is available.

There might've been a similar conversation? I can't rightly remember, but the one in question was definitely ME2. Just finished a playthrough a couple days ago for the heck of it, and the conversation in question is definitely with Grunt.

I think I would have to dispute grunt on this, we see plenty of turians without armor. They wear that silly robe looking thing. I will say they look much better in armor though.

I wish we got to see more badass Quarians, considering we're meant to believe they're tough. I mean, I know Prazza&Co. were idiots, but a large squad of Quarians completely wiped out by one mech? The other Marines on Haestrom get a pass for being zerg'd by Geth, but really, it'd have been nice to see some corpses other than Quarians there. You'd think they'd have taken down quite a few Geth before they bit it.
Then there are the Quarians on the Alerei. I do believe that was a massacre with plenty of evidence of Quarian casualties, and not so much for disabled Geth, yes? Plus they apparently spammed the airlock entrance with Marines, to horrendous losses, whereas Shep, Tali & Buddy of Choice clear out the whole flippin' thing on their lonesome.
Bioware obviously wants us to think Quarians are tough, with Grunt's convo as well as Tali's "I have a shotgun", not to mention Tali & Reegar themselves. It'd be nice if there were more than just two very capable ones shown, though.

In regards to Freedom's Progress, one mech can take out a whole lot of people. Remember the hacked YMIR in Garrrus's recruitment? As for Haestrom, how well did humanity do on Eden Prime? Quarians are no more incompetent than the vast majority of people in the ME universe. Its possible. Even more of a reason NOT to go a pick a fight with Geth. As passionate as the Quarians are about Rannoch and getting it back, to go to war with Geth is not only a mistake, it is suicide. Only way Quarians would have a chance is that they have support. Tali knows it would be a bad move, she wants her house on the homeworld, but not at the cost of more slaughter.

Police more specifically. The quarians operated as a police state after the morning war. Although I contest the genetic argument you are bringing.
Most don't start strong in the military, they become it.
