It is a cheap plastic imitation with no actual blade strapped to her boot.That feel when people STILL think it is a weapon.
I would probably go for "ceremonial dagger that was gifted to her at some point." It could very well be a weapon, though. However, I highly doubt we will ever see it in action regardless of its possible uses.

EDIT: When I hear "fangs" in reference to Tali, that is. I think she'd look nice with pronounced canines and otherwise small, sharp teeth.
