Well as usual, my commentary was mostly facetious. 

Rael's correspondance through "e-mail" in ME2 and his daughter's descriptions of him always struck me as the  overprotective father type. That message Shepard gets was written from the perspective that he was her commanding officer and essentially in charge of Tali. Being a potential love interest stikes me as something that could either illicit slight annoyance or all out rage (maybe just temporarily) from Rael. I leaned toward the latter interpretation, the disapproving inlaw. The kind where the knock at the door signifies that the next few hours consist of an uneasy dinner punctuated only by the clanking of silverware and futile attempts to engage in positive conversation.

It's either the nickname he's given the "jumpy quarian with glowing eyes" or it's the name of the pet mech.

THAT makes sense. Don't know a terrible lot about his character, but I can imagine him giving nicknames to everyone on the crew.

Edit: I'm not coming up with anything better. Pet/nicknames aren't my specialty unless its something more derogatory or snarky, something I'm not exactly apt to do in this situation.

Forgot about that Mech you can get with the CE or via the Cerberus Network (or whatever they'll call it for ME3) Honestly, I think the nickname is, in fact, for the Normandy's new mechanized Fiddo. Calling Tali, well, *that* nickname just doesn't make a lot of sense to me, even for Vega.

1. Not fast enough. But not a unbearable wait either.

2. Romance cutscenes were (to the best of my knowledge) not implemented in the leak. The only one that was mentioned, or even reverenced to, was something that said something along the lines of [CUTSCENE: ASHLEY ROMANCE CULMINATION]

The Mech is a bonus for the collectors edition and is considered Shepard's...

Vega is an idiot jarhead.  He would call Tali 'Boo' because she is always hidden and surprising us with her words.

I'm Navy, well, retired Navy.  I'll call marines Jarheads any day! 

And no.  Didn't read any of the script for Vega.  New guys do NOT give nicknames to vets.  If you're military, you know that.

I should have clarified, its not the jarhead I had issue with as much as the "idiot" part. Granted the family member I have in mind didn't have a college education but still.

To be technical tali isn't military. She has military training I believe, but she is more the snarky engineer girl downstairs that sometimes comes up to yell and/or flirt with shep.
