Considering that Tali mentions never actually seeing his face, I'd have to guess that quarians have some sort of body language equivalent for a smile that she has never seen him perform. Either that or its just a blatant retcon.
Also any place filled with unsuited individuals would not be sterile. There would be bacteria from each individual as each person has their own specific flora. Likewise diseases would spread very quickly in such confined quarters so it is probably just safer to keep wearing the suit outside of clean-rooms.

Also, as to seeing her father smile. Rael never took the sick time to remove his visor in Tali's company (linking of suits-sharing the same air) so she never even saw his actual face. Rael was an ass and did not deserve any child.

Shepard stood by Tali's side, his emphatic stance waiting for a response from Tali. When none came, he asked:
"So..." The air had permeated for a moment. "...what do you think?"

Tali finally answered, her voice cracking from dehydration.
"Shepard..." Seconds rolled by, her head hanging low. "Thank you." She murmured.

"It was a promise I intended to keep." Shepard inhaled slowly.
Tali turned to Shepard, her glowing orbs gleaming against the suns light.
Tali closed the gap between the two, her hands wrapping around his armored torso for a heartfelt embrace.
"Thank you..." She reiterated through a quiet sigh.
What do you guys think?
