I sincerely hope that these were made before Tali's look for ME3 was finalized; it makes little to no sense to update the original cast's looks (VS, Liara, Garrus.) and not include Tali. It won't be game breaking, or something childish like that, but it will be another "Really Bioware? Really?" in a long line of such moments.
And Bovine, did they say that about Tali specifically? If so, I'd like to know where from.

Like Unschuld said however, from a developer standpoint, it doesn't make much sense at all to keep it the same, and considering that I'm a A.I student majoring in Game Art and Design, I can vouch for that personally. Unless a character's look is iconic, there's always room for improvement; and even then we might still change things; take a look at Master Chief, or Spiderman, iconic looks that have been remade/updated with great effect. It makes little sense to restrict one character while the others get free new clothes to play with.
And I don't know if it would really be question of resources, considering quarians are the champions of getting what they need a little to no cost. (Strip mining planets, derelict ships, etc.) I think the only reason in the end would be that most quarians don't want to risk changing suits more than they have to.
But even then, Tali did alot more than just change clothes with my Sheperd, and all she got was a cold.
EDIT: I'm just going to add here; I would ultimately be fine with her ME2 outfit in ME3, if it got a texture overhaul. Look at Liara and Garrus, look at Ashley, characters that have been around just as long as Tali received a huge boost in ME3 regarding texture quality and poly count.
What we're seeing in these screens is Tali's ME2 model, not an updated version of her model, they quite literally pushed all of her data (Model, Texture, probabaly her rig, etc.) into ME3 and said "Perfect!"
